Notably, during the government’s argument, Senior Judge Harry Edwards stated that he was “flabbergasted” by the government’s “utterly bizarre” and “self-serving” position that a single, paginated document created by DOJ may be segmented into multiple records based on subject matter and then withheld in part as non-responsive to the request.
