DOJ (D.D.C.) -- determining that plaintiff was eligible for attorney’s fees because DOJ had been ordered to produce one email by a certain date, but that plaintiff was not entitled to fees because DOJ’s untimely response was reasonably excused by its backlog of prior FOIA requests and the breadth of plaintiff’s request.
